Is there a way to load and save programs into / from .BAS text file?

Not directly, but it is fairly simple to effect it.

* From BASIC you could use *SPOOL
>*SPOOL outfile.txt
>LIST
>*SPOOL

That will get you the LIST and SPOOL commands embedded in the output.

* Use a conversion program, such as FCONV or ConvBas or BasConv.

* Load the program into the BBC BASIC for Windows or SDL program editor, then save it as as BAS file.

To load a program saved as text, if it has line numbers use *EXEC. If it doesn't have line numbers you have to add AUTO as the very first line.

There is no SPOOL or EXEC Star Command.

On the contrary, both those commands are implemented in the current version of BBC BASIC (Z80) for CP/M. The documentation is out of date.
